The SCTP protocol provides a reliable, end-to-end message transport service.
It has the following features:
- acknowledged error-free nonduplicated transfer of user data 
 
- data fragmentation to conform to path MTU size
 
- sequenced delivery of user messages within multiple streams
 
- multi-homing
 
- protection against Denial of Service (DOS) attacks.
 
A descriptor referencing the socket, or -1 if an error occurs
(errno is set).
