Get the ISO8859-1 value of a key event
Synopsis:
int PhTo8859_1( PhKeyEvent_t const *keyevent );
Description:
This function returns a valid ISO8859-1 code for the given key event, if one exists. If there's no valid ISO8859-1 code for the given event, the function returns -1.
