Anchor a container and its children
Synopsis:
int PtApplyAnchors( PtWidget_t *container );
Description:
This function performs any necessary anchoring on the provided container widget and all its registered children.
Returns:

- Successful completion.
- 0
- An error occurred; container isn't a PtContainer widget.
